Taking note of the frequent requests to change the participants/observers in the Revised Basic Course Workshop (rBCW) at various Medical Colleges, the National Medical Commission (NMC) has now laid down certain guidelines.
As per the new guidelines given by the President of the UG Medical Education Board (UGMEB), Dr Aruna Vanikar, now the concerned Nodal and Regional Centers and the medical institutes must ensure the availability of observers and participants before sending the suggestion to NMC. In case of changing the observer and participant at any later stage, the National Medical College (NMC) Board should present a proposal at least three days before the rBCW.

NMC has also clarified that permission will only be granted to replace up to 3 participants. If the proposal for changing more than three participants is received in UGMEB thrice or more in a calendar year, NMC will take action against the concerned RC/NC.
The Apex medical commission has issued these guidelines after regularly taking note of the requests to change the observer and participants.

Referring to this, NMC Academic Cell mentioned in the current notice dated 21.02.2023, "As per laid down guidelines issued by NMC, the Nodal and Regional Centers are sending proposals with a list of participants, faculties and nominated observers, to UGMEB. NMC for pursuing permission to conduct a Revised Basic Program Workshop at diverse Medical Colleges. The proposal, fulfilling requisite terms & situations, is being accepted, and accordingly, permission is given to conduct such rBCW. However, of late, it is followed that after granting permission to rBCW, the NCs/RCs are sending suggestions frequently to modify the names of observers and participants in a very routine manner."
